NNTP error - postings not allowed

I tried to post a reply to a message in the mozilla.support.seamonkey

A News (NNTP) error occurred: Postings to "mozilla.support.seamonkey" are not allowed here

Does this apply to all news groups, or certain groups?

mozilla is a strage hierarchy
on a side, mozilla servers propagate their posts as expected by an usenet site
but they refuse every post sent through a server different than their own.
this makes mozilla.* a read only hierarchy as an intentional behaviour set by
servers andministrators.
since my local posts are rejected by mozilla server, i prefer to avoid that my
users post in those groups so they're marked as read only.

I guess the hierarchy is strange indeed. The message I wanted to reply
to, was seen here. However, it was *not* on news.mozilla.org...
